Panukala sa Kamara: Gawing krimen ang pag-abandona at pang-aabuso sa senior citizens

Isang panukala ang inihain sa Kamara na naglalayong gawing krimen ang pag-iwan o pag-abandona at pang aabuso sa mga senior citizen.

Layon ng House Bill 5116 na inihain ni Agusan del Norte Rep Dale Corvera na matigil na ang pang aabuso sa mga matatanda kaya anumang aksyon na ikapapahamak ng mga ito ay dapat na patawan ng parusa.

“Lack of appropriate action when the circumstances require, including threats of such acts, committed by a person against a senior citizen, which result in or is likely to result in physical or psychological harm, suffering or distress to the latter, including battery, assault, coercion, harassment or arbitrary deprivation of liberty, shall be punishable,” aniya.

Ayon kay Corvera, batay sa datos ng World Health Organization noong 2021, 1 sa bawat 6 na senior citizens ang nakararanas ng pang-aabuso.

“The proposed measure recognizes the vulnerabilities of our senior citizens and aims to uphold their dignity by protecting them from all forms of violence, abuse, neglect, abandonment, exploitation, coercion, and other acts deleterious to their personal safety and security, or otherwise discriminatory,” pahayag pa ni Corvera.

Nakapaloob sa panukala ang pagbuo ng national Senior Citizen Help hotline at Senior Citizens Help Desk sa bawat barangay na maaaring lapitan ng mga biktima ng pang aabuso.

“No one can exactly predict when an abuse will be committed against a senior citizen. Thus, it is critical to design and implement response mechanisms which will attend to the needs of our victim senior citizens on a 24/7 basis,” dagdag niya.
