Naharang ng Bureau of Customs (BOC) NAIA ang pagpasok ng mga agricultural crop pests na nakalagay sa plastic tubes.
Aabot sa 14 na pirasong insekto ang itinago sa mga pakete ng snacks , biscuits, noodles at chocolates nang maharang noong July 29, 2021 sa Central Mail Exchange Center (CMEC).
“Beetles are plant-eating insects, commonly known as garden pests that damages crops, creating numerous small, round holes unto plants. Its larvae consumes plant roots, causing wilting, yellowing and stunted growth of host plants.” ayon sa BOC.
Dumating sa bansa ang parcel noong July 24, 2021, sa Cargo Mail Exchange Center (CMEC) at isinailalim sa physical examination na nagresulta sa pagkakadiskubre ng 14 live Beetles at Larva.
Dahil sa kakulangan ng kaukulang clearance o permit mula sa Bureau of Plant Industry (BPI), ang naturang mga insekto ay kinumpiska dahil sa paglabag sa Section 117 na nauugnay sa Section 1113 (f) ng RA 10863 o Customs Modernization and Tariff Act (CMTA) at Presidential Decree No. 1433 o Plant Quarantine Law of 1978.
“Under Section 4 of PD 1433, the importation of potential animal pest which are liable to become agricultural crop pests and are capable of causing injury to agricultural crops is restricted subject to quarantine orders, rules and regulations, thereby requiring Plant Quarantine Clearance and Phytosanitary Certificate from the Bureau of Plant Industry (BPI) prior to importation, otherwise the importation of which shall be considered prohibited.” ayon pa sa BOC.
Alinsunod sa Section 8, Customs Administrative Order No. 10-2020 lahat ng nakumpiskang insekto ay iti-turnover sa Bureau of Plant Industry para sa quarantine at agarang disposal upang maiwasan ang pagkalat ng posibleng plant pests o peste sa mga halaman o pananim na makakapekto sa lokal na agrikultura.
